Mr. Luker telephoned again this morning
to ask whether we were yet in a position to say
anything further to him about the Hong Kong Marine
Bill, over which we had some correspondence with
him a month or two ago. I think we promised to
let him see the Bill when it reached us in its
revised form.
What can I say to him flare?
